You don't give us much information to go on. If you bought it second-hand (used) then only the person who set the lock can unlock it: Apple won't help you.

If you bought it new, and the ID it's asking for is yours but you've forgotten it, go to https://iforgot.apple.com to retrieve the ID and reset the password. See also If you forgot your Apple ID - Apple Support

Failing that, as long as you are the original owner and can produce a proof of purchase (which must include the serial, IMEI or MEID number) you can request unlocking as detailed here: Activation Lock - Support. Note that the process will completely erase the device.

There are limited ways to remove Activation Lock.

  1. Log in with the Apple ID and Password that the device is locked with.
  2. A device that is enrolled in an MDM that has Activation Lock Bypass configured can have it removed by the MDM.
  3. A business or school that has the original purchase receipt (not a photocopy) or has the device enrolled in Apple Business or School Manager can submit a request to have the device unlocked.

Outside of these, there is no way to remove activation lock.
