iPhone SIM locked after factory reset

Had a replacement phone direct from the Apple shop! I’ve gone to wipe my phone to give to a family member so Performed a factory reset and my phone will not activate and is now sim locked saying the sim is not supported how is this possible if it’s not been hacked or jail broken?

No you are definitely not hacked. Jailbreak is also excluded.

Your iPhone appears to be SIM-locked. This means that the iPhones are locked to only be used with a specific Carrier. If the iPhone you had before was not SIM-locked, contact the Apple Store you got the phone from.
