I opened iTunes today, but a Welcome to Apple Music popup appeared. I haven't subscribed and can't get rid of it, to listen to my music.
How can I close this popup, so I can access my music?

The iTunes app is now called Music. Is there a place I can download the Music app, so I can uninstall and re-install?
By searching, I'm only seeing the iTunes app. , dated Feb. 2019, at https://support.apple.com/downloads/itunes

Sorry, but on my machine, running as admin, I cannot find any circumstances that create those grayed out menu items for Music. So unfortunately I cannot reproduce the issue. If nothing turns up from clicking around, you may want to get in touch with Apple Support.

AFAIK, there is no iTunes for macOS Catalina or Big Sur. So unless you want to downgrade your OS, you are stuck with the Music app.
To your previous question, I doubt the pop-up you are seeing is going to be a one-click subscription. If you feel lucky, you can click and see if it gives a later step to bail out -- up to you if you want to give it a try.

Click "Disable -- Apple Music" in your Preferences as shown below:
In Music, Preferences can't be selected, as it's not highlighted.

No, I'm in Admin account.
Does it help to Quit (or Force Quit) Music and restart?
I quit, then tried force quit, like you mentioned. After force quit, no success. I did a restart. Same issue. If I click start listening, will that sign me up?
