Can I avoid updating ios14 and update to iOS 13 currently am running iOS 12.5

I haven updated to any newer version of iOS as of yet. My question is from where can i download iOS 13 and avoid the newer version I.e the ios14 version. Am currently using the version 12.1.2

iPhone 7 Plus, iOS 12
