It means that there is a problem with the payment method on the account or that you owe Apple money. You can’t fix this yourself; you must contact a live human being at iTunes & App Store support. There’s a link to do that in this support article→If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
