my iPhone was stolen. how do I make it unusable and erase content? "Find my phone" is turned off so I can't access the phone.

If Find My wasn't turned on then you cannot remotely erase it. The following article has some recommendations on things you can do: If Find My iPhone or Find My iPad isn't enabled on your missing device - Apple Support

With "Find My Phone" off, you can't do anything. Your only hope is the phone was at the lock screen and they can't get past the 6 digit code.
