Give your Government Some Feedback:
Being of no option to disable it, contact your local government. Give them professional feedback (via a proposal of sorts) letting them know that this restriction should be done away with.
This would indicate that it is a model from a region where silencing the camera shutter sound is not permitted. There is no method to overcome that restriction.
