Option-Command-L is decrease desktop icon size instead of opening Downloads folder.

Ever since the macOS Big Sur update, when using Option-Command-L keyboard shortcut on Desktop, the icon size is decrease rather than opening the Downloads folder. Once the icon size has reached the minimum, only then the Downloads folder opens. Any idea what is causing this or any fix to this?
