iTunes and App Store disabled

I’ve reset my password changed my bank details(won’t let me add any) constantly saying App Store and iTunes is disabled even though I’ve used it regularly today how do I fix this?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
