Downloading content on new Apple TV 4k

No, that is not possible. Apple TV uses its storage for tvOS software, apps, settings, and cache files, but not for storing media content. You can stream over the home network, from a secondary device with download capability, though (AirPlay or Home Sharing).

One possible exception is through VLC, which can use the free space on the disk to temporarily store media files, originating from a networked computer. Playback then requires VLC. tvOS sees that as cache files, and may delete those files when it needs more space for its regular tasks.
