Why does it say I need a billing address

In order to iTunes service, you may be required to enter a vailid payment method or a billing address so Apple will know where to send the bill if you decide to make a purchase.

It’s also to verify that you are eligible to use the iTunes & App Store for your location. Stores in different countries have different content; you can only use the store for the country where you reside.
