Found an ipad, how to get a hold of owner?
Unless the iPad has been remotely placed in “lost mode” by the legitimate owner - and contact information is displayed on screen - you’ll not be able to trace the owner. Apple will not assist.
The iPad is useless to anyone other than the owner. As such, you can either hand-in the device to the appropriate authorities, or return the device to Apple where it can be recycled.

Hand it Over:
Be honest about it by handing it over to local authorities.
You cannot.
And, trying to bypass the password will not work.
Recycle or turn it in to the police.
