Divorced parents and family sharing

Divorced parents would like to have the benefits of family sharing (without sharing a single account) for their minor children. At the very least be able to approve purchases, send money via Apple Pay and, be able to track location. Can this be done or is there a work around?

If you aren't in the family, you can't approve purchases.

You can use Find My to track the children's location.
