Can't change System Voice for accessibility options or announce time.

Has anyone found a workaround for when the Accessibility voice and/or System voice is stuck? Mine is on "Alex" which is alright, but I'm trying to change it to a higher khZ range so I can hear it better, and I just get the message that the voice "failed to download," or if I'm trying to change it via the Announce the Time option in the Clock settings, "Preferences Error: There was an error in Dock & Menu Bar preferences." When I deleted the Alex download, thinking it'd have to revert to the System Voice I set, it just didn't use any voice at all.


Every time I've tried to fix this, my WiFi's been on, I've restarted my computer, system preferences, and tried it both before and after the most recent software update. Doesn't have any forum results on here either. Anyone have the same thing happen to them?

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.


To find out if it's system wide or user specific, try this...


Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.


Does it work in the new account?
