My iPhone se seems to have no wifi calling option in settings ?

Wifi calling is a feature provided by your cellular provider. Contact them for assistance and see if your plan includes the feature.

So the wifi calling option wouldn't show on my iPhone unless the carrier offered this service ?

Whether or not the setting would be there or not, I can't answer. What is fact is Wifi calling is a feature provided by your cellular provider, so you need to speak with them about this.
