Unlike iOS for iPhone, iPadOS widgets cannot be freely placed on your Home screens. At present, iPad Widgets can only be placed/viewed from the Today View of your first Home Screen.

Apple have announced, at the recent Apple Developers Conference (WWDC), that iPad Widget placement will be considerably more flexible in the forthcoming iPadOS15 release - this being anticipated later this year.
