Two reasons could be

  1. You may not have a valid payment card
  2. There may be Screen Time limitations.

Settings, Screen Time, Content and Privacy Restrictions, iTunes and App Store Purchases, Installing Apps, Allow “on”

(or turn screen time completely off)
