Im going to pair my iwatch to my cellphone however the watch is already paired to the previos owner’s cellphone that has been lost , how do I pair the iwatch to my iphone 8 plus?

The previous owner that you got this watch from needs to follow all the steps in this link;
Prepare the watch so the buyer can use it.
If they can't or won't then recycle the watch and put it down to experience.
