The iTunes account is the account used in the App Store as well.

This means that you likely have not set up a payment method in your account.

Without trying to buy anything open the App Store app.

Tap your Account in the upper right corner.

Tap your Apple ID

Tap Manage Payments.

The enter a payment method.
