What you're saying is hard to understand. You backup TO iCloud or a computer, you don't backup iCloud to a computer. And I don't see how the iPhone comes into this. Perhaps you could write your issue as multiple sentences so we know what it is you are trying to accomplish, please?
If what you mean is how do you backup a phone to iCloud when you do not have physical access to the iPhone, that is only possible if you set up iCloud to backup automatically, in advance.
