how do i restopre my iphone 7 p[lus to factory settings i bought it at the flea market and i restarted it and now the previous owners info is coming up and i dont have no idea of how to get ahold of them

You have run into Activation Lock, and theft deterrent mechanism. Recycle the phone responsibly.
