iphone 11 ios 13.?

after an update last year on my iphone i can no longer send and receive photos from some of my contacts including other iphones

You need to call your carrier and make sure your SMS/MMS plan(s) is/are enabled and provision properly by them.

Settings > Messages >

Send as SMS: ON

MMS Messaging: ON
