Does it give you any errors or pop ups or does it simply do nothing after you attempt to create the apple id? You need to give a bit more information.

Most probably common issue is that there is a limited amount of free icloud accounts you can create per each device but again this could be not your issue.

Exactly so you have exceeded the amount of free accounts you can create.

You can go to https://appleid.apple.com/, create an Apple ID from there but you will be required to add a payment method in order to use it on App Store. (It won’t charge you anything but it’s required.)
