How do you delete blocked numbers list
Yes, IdrisSeabright, perhaps it's a matter of my bad English, as usual.
When you unlock a blocked number it disappears from the list. So Unlock = Delete from the list.
I wasn't able to explain that to the OP, and I apologize to him/her.

Tap the "Edit" button in the upper right of the screen. Then, tap the red "minus" that appears to the left of the contact.
Settings>Phone>Blocked numbers... EDIT

Sorry, you can just unlock each of them, not delete them.
How could you block those numbers if you delete them? That list is checked by the iPhone whenever you get a phone call or an SMS message.
