I have purchased a Apple Watch series 3 second hand, the seller was on Kijiji, the iCloud account was not removed from the device before I purchased it, At the time I wasn’t aware that this was even a thing, How can I set up the watch to my iPhone if they forgot their password or iCloud account ID or if they just don’t contact me back to take care of this issue ?
I spent $200 on a watch that I can’t even set up. Please help

The person that you bought this watch from needs to follow all the steps in this link;
Prepare the watch so the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
If you can't contact the seller of the watch then the watch is of no use to you,read here;

to be honest if I paid for a Apple product that is next to new and I am unable to use it due to something Apple did to lock the device and Apple care is unable to assist a honest second hand owner then I think I am supporting the wrong company.
ontop of that “recycle the device so Apple can reset the device and turn that around as profit ?
That will be a be a hard pass !
