how do i approve my iphone from another device or reset my end-to end encrypted data bc it asked for my old passcode and i put in all the ones i can remember and it says i have put it in to many times and i am trying to update my apple id settings on my phone

A device’s passcode can ONLY be reset locally via the procedure at “Related Article” …
… and it “wipes” the device.
However, the subsequent “restore” operation should bring it “back” to it’s most recent iCloud backup.
