My iPad Air 4 gets a bit hotter than warm when charging, is this normal?

Maybe.

If you are using this iPad while it is attempting to charge, then ANY iPad will get very warm when this happens.

If you iPad gets too warm/hot to handle, then that is something to be concerned about.
