Seems like blocked but is not
My friend no longer receives my texts and phone calls go directly to voice mail. He showed me I am not blocked. What else could cause this? I still receive his phone calls and texts, he does not receive mine.

Any Security Software Installed?:
Does you friend have any Security Software installed on his iPhone? If so, have him uninstall it. Security Software just gets in the way on an Apple device, and this is a pure example of how and why.
