iPhone Set Up

My phone has been stuck on the "it may take a few minutes to set up your Apple ID" for a few hours. What needs to be done to get this potion of the set up to move forward?

Try completely shutting down the device for a few minutes. Then restart and skip setting up the Apple ID. Finish setting up the device and then set up the Apple ID.
