In the USA, Apple ID balance will be charged first for items bought from the online Apple Store or Apple Store app, but not the physical Apple Store. Other countries won't have the combined gift cards.

Thanks for your help. I just tried it again, and it worked. Maybe it just takes a little time for the credit to be recognized throughout the system.
