Assuming that you have a WiFi+Cellular model of iPad, see:

Remove or switch the SIM card in your iPhone or iPad - Apple Support


Be aware that the SiM removal tool (or unfolded paperclip) may require considerable pressure to eject the SIM tray.  Ensure that you only apply pressure to the removal tool itself, keeping fingers away from the SIM tray; the SIM tray should pop-out.


If instead you have a WiFi Only model, there won’t be a SIM tray.
