Hi I’m looking at buying a iPad for my 9 year old daughter as her iPad 3 won’t update or download newer apps anymore.
is the iPad 6th gen still able to update and download newer apps or would the 8 be better?

Nobody on these boards will know; except for applications requiring hardware components it doesn't have, until Apple stops supporting it in future OS updates, and the developers remove versions compatible with its maximum OS.

No users know how long Apple will support their devices.
To date, the oldest iPad model, 2014 iPad Air 2, will be supported by iPadOS 15, in the Fall of 2021, and will get supported for another full whole year for a total of 8 years of full support from Apple.
Also, third party app developers will continue to support Apple unsupported iPads for an additional 2 more years, or so, afterwards.
There are PLENTY of less expensive, newer, older iPad models that can run the latest, current versions of iPadOS.
If you need OR ONLY able to purchase older, less expensive iPad models, look at older IPads from 2014 and later.
All of these older model iPads CAN run the latest iPadOS versions and the up and coming iPadOS 15.

2015-2017, 12.9 inch screen iPad Pro models. ( 1st gen Pencil support )

Get the largest internal data storage model you can afford as NO Apple iOS device has expandable storage.
