If by "workbook" you mean an Excel spreadsheet document, yes, you can open that document in Numbers. Numbers will "translate" the documents to Numbers format the best it is able. The translation process is just that, translation, & some things such as features or formulas may not make it through. Numbers.app is not a clone of Excel & there are many, many differences. If you need to share documents with Excel users you will be better off using Excel for Mac or LibreOffice.
