Thank you for a response. I finally found the problem. In Norton AntiVirus "Application Blocking" needs to be OFF. Even if the switch is "Allow" safari will not work.

Virtually everyone on this site will tell you to uninstall Norton Antivirus. It is completely unnecessary. Apple does not get any viruses - ever. And Norton will cause many other problems and it will definitely slow down the computer. You should use Norton's uninstaller to completely remove all the bits and pieces.
Are Mail and App Store apps are connecting?
