I am trying on my mobile data & hotspot. This is i12 pro max

You cannot use a hotspot. If you have a 5G connection and are updating your 12 you should be able to update.

Let me try. I feel may be issue in backup, iCloud etc. if you can help will be good

It shouldn’t have anything to do with iCloud.
