Apple id lock out

it says The apple ID -----cannot be used to unlock this phone they say change my password but that dosent work. it wont let me get past the apple ID cannot be used to unlock his phone ?

If it's locked to a different one, sign in with it, or contact the person who can, or if you're the iPhone's original owner, click here and submit an unlock request.

If it's become unbound from the Apple ID involved but is still locked, submit an unlock request.
