Consider the Following:

Hold you finger on the icon until it wiggles. Then tap on the white-colored "i". Note that this would have to be done one-at-a-time, as they cannot be deleted all in a group.

You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.

Then try again.
