FYI: iOS/iPadOS 11 is not available anymore.

If you have an iPad 4th generation, it cannot update past iOS 10.3.3 or iOS 10.3.4 for cellular model.

The iPad mini 2nd, 3rd generation and iPad Air cannot update past iOS 12.5.4 .

All later iPad model can update to iPadOS 14.7.1

Check your iPad - Settings > General > About > Model Name> ?
