Account disabled in the App store and iTunes

MY ACCOUNT HAS BEEN DISABLED IN THE APPLE STORE AND iTUNES. HOW DO I FIX IT? I TRIED TO ENTER NEW FORM OF PAYMENT BUT NO LUCK..!
