FYI: Apple do not unlock iPhone.

Only the carrier that locked iPhone can officially unlock and if you qualify, not Apple or anyone.

Your iPhone is locked to a particular carrier and not locked to Apple. You will have to contact the carrier to which your iPhone i locked to and then inquire about the requirements to unlock your iPhone for use with other carriers. If you know which carrier worked last on that iPhone then that is the one you need to contact.
