Why does my MacBook Pro13” screen blacks out when I open it all the way? I can still log in and use it when half open. The Apple service support in my area says my screen is damaged so is charging me approximately $ 1103 for repairs. Does this make sense?

If the video/backlight goes out after opening the display about 45 degrees, then you are encountering a known design flaw with these laptops where the display cable goes bad due to a design flaw. Unfortunately Apple only recognizes the issue with the MacBook Pro 13" (2016) model even though other later models and the 15" models are known to also have this issue (users and repair techs -- Apple does not acknowledge the issue with other models). Currently Apple is not offering any repair exceptions for these other models plus there are some pending lawsuits about this issue.
However, without actually seeing the laptop first hand can anyone be sure if this is your issue. If there are signs of accidental damage to the laptop, then the repair can become extremely expensive especially if the repair shop mails the laptop to an Apple repair depot for the repair since they will need to send it in under an accidental damage tier which is much more expensive than having a repair tech replace just the Display (even if damaged) or when mailing it in when no damage is detected.
