I used a third party app (The Knot - Guest App) and downloaded onto my iPhone shared photos from everyone at one of my events. Those photos/videos that I downloaded, are not appearing in my smart album (have it set up for date added and the date range for this whole year 2021). Any ideas how to get them to populate so I can start to weed through the photos please?

As you add criteria, does the count of photos change? I would suspect that one of the criteria is violated so no images are displayed.
Adding after January 1, 2021gives 409 items
Adding not in album reduces to 60 items
Within the photos app I can view the date/time that the photos were originally taken, which is want I want. I cannot see the GPS on the photo, which is ok, because they were all taken in the same place and I can group them accordingly to the same album. I just can't seem to get them all in the smart album to corral them.
Also - what version of macos do you have?
Is it possible the photos have been in an album, and the album has been deleted. If so, there is a bug in catalina that photos in an album that has been deleted (without the photos being removed from the album first) don't show in the "album is not any" condition, because they are still recorded as being in an album even though the album has been deleted.
I'm running 11.5.1 and downloaded the photos this past Saturday and Sunday. I updated to 11.5.1 when it came out prior to the downloading of photos this weekend. These photos show up in library but not in the smart album.
There has to be something wrong with the metadata pulled down from the Knot. Or, the photos were in some other album and removed. If you filter on just the date alone and nothing populates for number found, that's a big flag that there is something wrong in the data.
What happens if you have a smart album based only on date, remove the album is not any condition?
Export the original to the Desktop and open them with Preview. Check the Info pane to verify that the metadata you're interensted in is still available and hasn't been stripped from the file.

I've toggled through a lot of the drop downs but haven't been able to grab anything that I downloaded from this past weekend
Do you think there is a way to change the photos pulled down, to have them show up in the smart album?
This seems to work! I'll just have to deal with non-album component but this is a much needed head start. Thank you!
