I purchased an Ipad from Ebay and its locked with an activation lock. the shipper does not respond with an apple ID. What can I do to unlock the ipad?

There is no known way to bypass activation lock without the assistance of the previous owner. If the previous owner will not help, see if ebay will. See: https://pages.ebay.com/ebay-money-back-guarantee/
