The 8GB RAM you're going to have to live with ... no upgrades possible other than buy an MBA with more RAM.

For the disk space problem you need to move data to a cloud account, outright delete it or move to a local external drive. You also need to give MacOS room to breathe with at least 15%-20% free unused space.

The specs on your machine are what they are and neither can be changed since it's all an integral part of the logic board.
