iMovie quits when importing any media

I am running iMovie 10.1.5 on a 2012 mac mini (mojave). When I try to import media (.mov, .mp4) or .jpg iMovie quits (as opposed to crashes). Tried deleting preferences, restarting, new library all to no avail.

Update iMovie to a more current version, like 10.1.12 or 10.1.14.
