I still received messages, just didn't get notifications. Messages I didn't want to receive but still saw anyway ... Anyone know what's going on and what bug this is?

Voice calls and SMS text messages are within the purview of the cell service providers. But if you insist you know it is an Apple problem I would suggest you call AppleCare and talk to a support tech.

If you're referring to voicemail, that's correct. Blocking them will automatically reject the call. Since voicemail is handled on your cellular carrier's servers, they can still leave voice mail.
If you don't want to hear it, just delete it without listening to it.
What does it have to do with them? It just recently started doing this. I blocked a contact on my phone through the settings and am still receiving texts and calls from said person. This is an apple issue.
