iCloud photo sharing options greyed out

I've created a photo album to share with others. However, the sharing buttons are all greyed out when I login to my iCloud; only the download option is available. How can I switch this option on? There's nothing in iCloud settings I can see about sharing. 'Shared albums' is switched on on the iphone used to take the photos, which shares an account with my icloud.

At www.icloud.com you can share selected photos temporarily as an iCloud Link or mail them, but not as a shared album (this is only possible in the Photos.app on a device), see Share photos and videos on iCloud.com - Apple Support
