No. The family plan is shared among all members of the group that accept the invitation.

If a particular member wants their own plan they can do that, but there’s no way to then share that plan to other members.

In other words only one plan may be shared at any one time amongst members of the family group.

Any reason you don’t want the other 3 to share the 200GB of the other 2?

In that case, I would suggest you look at what you are storing in iCloud. using up 200GB between 2 people seems a tad extreme unless you are using iCloud Photos and have a ton of 4K videos there.
