I had used my Apple ID to set up my elderly mother's iphone a while ago. Now I want to create a new Apple ID for her. Is there a way to do this without losing her photos, contacts, messages etc on her iphone?

You will lose the messages if addressed to the former ID.

Apple ID – Create         


Family Sharing.         


Family Sharing - Set up.        


When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos. Then make sure full resolution photos are on the device. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed. See Winston Churchill's response in the below discussion. Also set up Family Sharing between the IDs to keep access to your apps/purchases.

Thank you, Eric! Follow up question: On my mother's phone (that has my Apple ID), iCloud is OFF (always has been). Does this mean that photos, messages, contacts etc are stored on the phone itself and not on my Apple ID? Will I then be able to keep them there if I change her phone to a new apple ID? I do not have access to her photos, messages etc on my phone nor she to mine. Also when I get a call or she does, we do not receive them on each other's phones. Please advise. Thanks!
