It looks to be a text message.  What you are reporting is apparently a phishing scam. Apple wouldn't send you such a message about purchases. Do as instructed here: Using the Photos App to Report Scams - User Tips.

Other Things to Point Out:

Notice how the link is not in full. It reads IT TUNES.COM.

Modifying your Credentials:

Did you interact with this message, in some manor. If so, consider modifying your credentials.

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

I'm assuming that is from your financial account and not a message. Go here -> If you see 'apple.com/bill' on your billing statement - Apple Support
